Yes, it’s truth. An SEO company can’t guarantee a 1st position but if it’s a good one, can put and maintain your website in the first pages, where the click taxes are very much higher.
However there are some examples of websites that are almost all time in the 1st, like swatch.
Besides, a good SEO is a continuously job. These companies must be able to stay updated to the new rules and techniques.
